Agreed Minutes of the first meeting

of the joint Ukrainian-Jordanian Commission

on Trade and Economic Cooperation

The first meeting of the Joint Ukrainian-Jordanian Commission on Trade and Economic Cooperation (hereinafter “Commission”) took place in Kyiv on November 28-30, 2005.

The meeting was held in accordance with Article XII of the Agreement between the Government of Ukraine and the Government of the Hashemite Kingdom of Jordan on Trade and Economic Cooperation signed on April 23, 2002, and the Agenda of the First Joint Meeting of the Commission.

 

The Jordanian delegation was headed by Mr. Sharif Ali Zu’bi, Minister of Industry and Trade, the Ukrainian delegation was headed by Mr. Volodymyr Shandra, Minister of Industrial Policy.

The Parties accorded high priority to exploring the possibilities of further development of economic cooperation between the two countries.

The Parties exchanged views with regard to the plans for the future aiming at further expansion of bilateral trade and investment on the basis of mutual benefit, including:

  •  development of industrial sector;
  •  stimulation of scientific and technological progress;
  •  development of new markets;
  •  creation of new jobs;
  •  advancement of living standards

10. Water Management

The Parties exchanged information on the present state and challenges of the water management sector and agreed to facilitate establishment of long-term cooperation in this field.

The Ukrainian Party presented for the consideration of the Jordanian Party a draft Agreement between the Ministry of Water and Irrigation of Jordan and the State Committee of Ukraine for Water Management on Cooperation in the Field of Water Management.

11. Transport

11-a) Railway transport

The Ukrainian Party expressed its readiness to establish cooperation and exchange of experiences in the field of construction and re-construction of the railway system in the Hashemite Kingdom of Jordan.

The Jordanian Party agreed to inform the Ukrainian Party through diplomatic channels about projects resulting from the Railway Master Plan.

The Ukrainian Party proposed to develop cooperation in the field of railway transport, in particular:

  •  participate in tenders announced by the Ministry of Transport of Jordan;
  •  familiarize Jordanian engineers and technical specialists with the Ukrainian potential in the field of railway modernization and maintenance;
  •  train Jordanian staff in the field of railway operations at the correspondent Ukrainian institutions.

The Parties agreed to hold, at the soonest possible time, meetings of railway experts from both countries for the purposes of enhancing relations in this field.

11-b) Road Transport

The Parties discussed the possibility of initiating negotiations regarding an Agreement on road transport. The Jordanian Party handed over to the Ukrainian Party a draft copy of the International Road Transport Agreement, the Ukrainian Party agreed to study it and provide its feedback in the nearest future.

11-c) Maritime transport

The Parties signed the following:

1. Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Maritime Merchant Shipping;

2. Memorandum of understanding between the Ministry of Transport and Communications of Ukraine and the Jordan Maritime Authority acting on behalf of the Government of the Hashemite Kingdom of Jordan on recognition of certificates of the Hashemite Kingdom of Jordan by Ukraine pursuant to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended;

3. Memorandum of understanding between the Ministry of Transport and Communications of Ukraine and the Jordan Maritime Authority acting on behalf of the Government of the Hashemite Kingdom of Jordan on recognition of Ukrainian certificates by the Hashemite Kingdom of Jordan pursuant to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping  for Seafarers, 1978, as amended;

The two Parties agreed to take necessary actions to exchange information and experience in the field of maritime transport.

The two Parties agreed to work towards cooperating in the field of state control in ports, specifically in the area of the inspection of ships calling on their respective ports.

The Ukrainian Party offered to train Jordanian specialists in the Ukrainian maritime educational institutions.

11-d) Air transport

The two Parties signed Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Air Services.

12. Construction Housing and Urban Development

12-a) Construction

With a view of further development of the Ukrainian-Jordanian cooperation in the field of construction, the Ukrainian Party presented for consideration by the Jordanian Party proposals from the leading construction companies and research institutes in construction works and other services, supply of materials, structures, and equipment.

Ukrainian construction companies expressed their willingness to take part in the joint efforts to re-build Iraq through the cooperation with Jordanian companies.

Upon the request of the Ukrainian Party, the Jordanian Party expressed its readiness to consider the possibility of participation of Ukrainian construction companies in the implementation of joint projects both on the territory of Jordan and other countries, in particular, construction of the Red–Dead Sea Canal and re-building of Iraq.

12-b) Housing and Urban Development

The Parties expressed their mutual interest in initiating future cooperation in the field of Housing and Urban Development as follows:

  •  Exchange information regarding housing policies and strategies.
  •  Technical research and experiences in performing low cost housing schemes.
  •  Exchange experiences in developing housing finance systems applicable to the needs of all income groups.
  •  Cooperate in transferring techniques and research for the use of new technologies and materials in housing.
  •  Exchange experiences concerning the role of the private sector in establishing housing projects for low-income communities.

13. Agriculture

The Parties considered the current state of the Ukrainian-Jordanian cooperation in the field of agriculture.

The Ukrainian Party emphasized the importance of intensifying bilateral trade in agricultural products.

Both Parties agreed upon the following areas of cooperation:

  1.  Exchange expertise and scientific visits in regards to growing field crops, vegetables and fruit trees.
  2.  Cooperation in seed potato production and familiarization with each country’s experiences in this area.
  3.  Exchange expertise in growing crops in semi-arid areas.
  4.  Cooperate in livestock, gene banks, plant protection, as well as soil and water research.
  5.  Explore opportunities for training of Jordanian technical and research staff in agricultural laboratories of Ukraine.
  6.  Cooperate in conducting joint research in agriculture, and contribute to dissemination of the research results.
  7.  Promote trade in live animals and animal products.

The Parties discussed the possibility of signing agreements in the fields of plant quarantine and plant protection, and veterinary and animal health protection and called on the relevant ministries to further discuss this issue. The Ukrainian Party will submit draft proposed agreements in the nearest future.

The Jordanian Party submitted for the consideration of the Ukrainian Party a draft Memorandum of Understanding between the Ministry of Agriculture of the Hashemite Kingdom of Jordan and the Ministry of Agriculture of Ukraine. The Ukrainian Party will study it and provide its feedback.

14. Forest Management and Logging Technology

The Jordanian Party expressed interest in benefiting from the Ukrainian experiences in sustainable forest management and logging technology. The Ukrainian Party will study this request and provide its feedback in the nearest future.

15. Telecommunications

The Parties considered the possibility of developing cooperation in the following areas:

  •  coordination of activities in the framework of the International Telecommunication Union (ITU) conferences;
  •  utilization of Ukrainian experiences in the field of training of telecommunications experts, in particular, through training of Jordanian students at the Odessa National Academy of Communications.

16. Health Care

The Ukrainian Party informed the Jordanian Party about the possibilities of exporting Ukrainian medicines and medical products to Jordan. The Ukrainian Party proposed to provide training of Jordanian students on commercial basis at the Ukrainian medical and pharmaceutical institutions of higher education.

The Parties agreed to facilitate registration of medicines in accordance with the national legislation of both countries.

The Parties expressed their satisfaction at the completion of negotiations in finalizing the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Cooperation in the Field of Health Care and Medical Science. The Jordanian Party confirmed its invitation to the Minister of Health of Ukraine to visit Jordan for the purpose of signing the above-mentioned Agreement.

17. Education

The Parties agreed to enhance cooperation within the framework of the Agreement between the Ministry of Education and Science of Ukraine and the Ministry of Higher Education and Scientific Research of the Hashemite Kingdom of Jordan on Cooperation in the Fields of Education and Science signed in April 2002. The Parties spoke in favour of cooperation in the field of training Jordanian students at the Ukrainian institutions of higher education.

The Jordanian Party requested the Ukrainian Party to provide scholarships to Jordanian students under Article 3 of the Cooperation Agreement signed between the two Parties in 2002 in the areas of medicine and dentistry. The Ukrainian Party informed the Jordanian Party that the issue of provision of scholarships in medical specialties to Jordanian students can be resolved by signing a separate agreement between the Ministry of Health of Ukraine and the relevant Ministry in Jordan.

The Ukrainian Party requested the Jordanian Party to expedite consideration of the draft Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on the Mutual Recognition of Documents on Education, Academic Degrees, Scientific Titles, and resubmitted the draft of the above-mentioned Agreement to the Jordanian Party.

18. Sports and Youth

The Parties expressed their satisfaction at the initialing of the Agreement for Cooperation between the Higher Council for Youth of the Hashemite Kingdom of Jordan and the Ministry of Ukraine for Family, Youth and Sports with a view of signing it in the nearest future.

Contractual and legal basis

In order to expand and strengthen the legal framework of bilateral economic cooperation, the Parties signed during the First meeting of the Commission the following legal instruments:

  1.  Regulations of the Joint Ukrainian-Jordanian Commission on Trade and Economic Cooperation (Annex 3);
  2.  Agreement between the Government of Ukraine and the Government of the Hashemite Kingdom of Jordan on the Promotion and Protection of Investments;
  3.  Convention between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and on Capital;
  4.  Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Air Services;
  5.  Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Maritime Merchant Shipping;
  6.  Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Cooperation Regarding Mutual Assistance in Customs Matters;
  7.  Agreement between the Cabinet of Ministers of Ukraine and the Government of the Hashemite Kingdom of Jordan on Cooperation in the Field of Standardization, Metrology, Assessment of Conformity and Quality;
  8.  Memorandum of Understanding between the Ministry of Transport and Communications of Ukraine and the Maritime Authority of the Hashemite Kingdom of Jordan on Recognition of Certificates of the Hashemite Kingdom of Jordan by Ukraine Pursuant to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended;
  9.  Memorandum of Understanding between the Ministry of Transport and Communications of Ukraine and the Maritime Authority of the Hashemite Kingdom of Jordan on Recognition of Certificates of Ukraine by the Hashemite Kingdom of Jordan Pursuant to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.

The Parties decided to hold the second meeting of the Joint Ukrainian-Jordanian Commission on Trade and Economic Cooperation in Amman during the second half of 2006 at a date to be determined through diplomatic channels.

Done in the City of Kyiv on November 30, 2005 in two copies, each in the English language.
